Which file is used to set locale?

There is more than one file involved. On my FC6 box, /etc/sysconfig/clock looks like this...

# The ZONE parameter is only evaluated by system-config-date.
# The timezone of the system is defined by the contents of /etc/localtime.
ZONE="America/New_York"
UTC=false
ARC=false
And /etc/localtime is actually a link to /usr/share/zoneinfo/US/Eastern

/etc/profile.d/i18n is useful to me~
