Which file do I edit to change xsession settings for all users

I want to add the lines
xset -b
xset m 9
to disable beeps and set mousespeed.

Which is the config/script file I have to edit to change this for all users?
I want these changes to effect the login screen since my mouse moves -really- slowly on this screen.

If you use xdm, try /etc/X11/xdm/Xsession

If you use startx after logging in, I'm not sure. I would try adding it to the end of startx itself.

If you use an xdm replacement, check the man page/docs for that program. kdm seems to use /etc/kde/kdm/Xsession.
