where does the IPsec encryption operation have a place in Ubuntu ?

Hello all
I am ordered to check the availability to modify the encryption algorithms the IPsec protocol deals with in Ubuntu, if anyone have a suggestion about this point .
does the encryption operation occur in libcrypto?
and if it's there, can I customize the algorithms and compile this library without getting in kernel compilation?
