Where do the programs go??

Hello this is an older question of mine.. as I progresed in Linux ... I never got the answer to this question
I just configured my local router wich is now in a basement
Now from /etc/ssh/ssd_config I've set Permit root login no
So I can't login as root... I do login as a normal user and then su...
Why does it hide most of the programs??? like tcpdump for example??
is there no way I can get to the programs?? I've looked in /bin/ /usr/bin /usr/local/bin and they are no to be found
Please help me as I am really curious

You can use the command 'which' to see where a program that is in your path is stored.

Some programs are only intended to be used by root, they are usually in /sbin or /usr/sbin
