Read these posts they confirm that this file is part of the arts package and is probably on your cd.

open a console
su to root
pkgtool
and I believe (I'm not on a Slack box right now) you can browse through to find it. Alternatively, go to www.linuxpackages.net and download it, then do installpkg artsxxxxxxx.tgz or whatever the package is called.

I think you would benefit from Swaret - it makes these things much easier.
