Nah - way too hard.
Have a look at cpulimit - for one pid, works easy. Accepts (and honours) 0%.

Ok, for those interested in the cgroup thing on RH based systems, you have to install the kernel-doc package. As best as I can tell you would have to start the process in a cgroup in order to use it, but basically (having read the txt) I have no idea how to use it.

Well, cpulimit (just google it) works pretty good on functional processes and was a breeze to install. Hopefully I will never need it(again).
