whats up with my xinetd.conf ?!?!?!?

I'm trying to set up my Telnet and i've just installed xinetd RPM for RH 7.1 and it does not have the telnet service in it, insetad it's got

# Some defaults, and include /etc/xinetd.d/

instances =60
log_type = SYSLOG authpriv
log_on_success = HST PID
lod_on_faileur = HOST
cps = 25 30

includedir /etc/xinetd.d

I've set up telnet before and i've never had so many I just wondered what up with this? SHoudn't i beable to scroll down a list of services and take away the # if i want them to run or put a # if i dont' want them to run?

Thanks, haha i'm really new to linux so please speak slow and loud haha j/k.
