Whats the deal with bootstrap?

I'm having a hard time finding anything about bootstrap. Is it a program? or just a process..? or what? and whats the difference between that and debootstrap?

"bootstrap" is most commonly heard in connection with starting up a computer------the term "bootstrap loader" eventually became "bootloader".

But DE-bootstrap???
Here's one link: http://packages.debian.org/stable/admin/debootstrap

I could suggest some other definitions, as in:

What's de bootstrap?
It's what you use to put on de boots.

If you want a more serious answer, give us some context---eg where you heard these terms.

Oh hehhe. When you said bootstrap thought you might be talking about a GCC build or something.
