what software is available similar to adobe flash
 
Is there a program that is similar to Adobe Flash Creator for Linux. Especially for Ubuntu

Flash is proprietary technology. I doubt open source programmers are very interested in creating editors for, in the end, closed-source license encumbered animations. I think your best bet is to look for online services which use Flash to create Flash. For example, prezi.com is a website with a Flash-based editor for presentations (maybe it can already do what you want to do). There are paid-for plans, but there's also a free (as in beer) plan which allows you to create presentations online and even download them as exe files. I have created a simple presentation that way and run the exe file in Ubuntu using wine successfully. There is an offline version of the software available with the paid plans, maybe that will run with wine as well.

I've seen other such sites, though I haven't noted their names as I don't need that very often. But Flash is something which might work well as SaaS (Software as a Service) in general.
