It is a bit twiddle to make a DVD slide show, because the GUI program (the graphical frontend) makes some mistakes - so you need a series of programs.
However, you can do it with dvdslideshow, and its graphical frontend qdvdauthor. It's best to double the last picture. Creating it writes a VOB file.
Afterwards, cut it with kino (or cinelerra). When with kino, render it with kino. If this is still not the correct format, convert it with ffmpeg.
ffmpeg -target dvd -i input.vob output.vob
Just play around a bit, I cannot remember if I did it exactly this way, but the idea runs this way.
