Hello,
What linux package can make a [local] copy of messages stored on a hotmail account.
What software e.g pop3 and what settings are needed.

If not common MUAs like Thunderbird or Alpine then maybe command line tools like fetchmail, getmail or equivalent or else check out hotwayd due to the HTTPMail protocol used by Hotmail and such? As far as settings go see the Hotmail user documentation.
