what is the correct syntax
 
I read this argument in ./configure --help

--with-gnutls-includes=PREFIX

does that mean --with-gnutls-includes=directory or
--with-gnutls-includes=PREFIX=directory

or neither?

Most likely the directory or value after the = sign.
