What's a good IDE for Javascript?

Something with syntax highlighting, debugging, and maybe even a DOM and core function/method library. Does anything like this exist?

The only thing that comes to mind is emacs. If i remember right it will do syntax highlighting. I know that FLOCK(based off of the FireFox code) as a DOM browser.
