after all this time (and for no apparent reason) wget stopped working with 401 errors using -U firefox fixed the problem.

I just wanted to post what worked for me:

The site I was trying to download from ( requires a referer. So just adding a working URL to wget's "referer" option fixed the problem:
$ wget --referer=""
Here is the original error:
$ wget
--2015-10-05 14:53:08--
Resolving (,, 2400:cb00:2048:1::a29f:f19e, ...
Connecting to (||:80... connected.
HTTP request sent, awaiting response... 403 Forbidden
2015-10-05 14:53:08 ERROR 403: Forbidden.
