Webmin doesn't see bind or DHCP server as being started - Ubuntu


I am having an issue where webmin does not see either BIND or DHCPd as started and so I only have the option to start them (twice..?) and not apply a configuration. Both BIND and DHCPd work fine, its not as if they crash as soon as they are started.
Has anyone else seen this and is there a fix?
