Ways To Run Windows & Linux Same Time

Suppose I install Windows on a minor partition on my hard drive and install Linux on the major partition. Can I run Windows in Linux through a utility or an application? I don't mean a virtual machine, but something that saves onto the Windows drive in the Windows format.

nope. only 1 OS can have complete controll over the hardware at a time. without a VM or a 2nd system you are stuck in one world or the other at a time.
