VSFTPD users problem

I have instaled VSFTPD.

this is my main file.
Code:
#####begin####
anonymous_enable=NO
local_enable=YES
write_enable=YES
local_umask=022
dirmessage_enable=YES
xferlog_enable=YES
ftpd_banner= welcome.
connect_from_port_20=YES
xferlog_std_format=YES

# You may specify an explicit list of local users to chroot() to their home
# directory. If chroot_local_user is YES, then this list becomes a list of
# users to NOT chroot().
chroot_list_enable=YES
# (default follows)
chroot_list_file=/etc/vsftpd.chroot_list
chroot_local_user=YES
pam_service_name=vsftpd
userlist_enable=YES
#enable for standalone mode
listen=YES
tcp_wrappers=YES
#######end####

If i chmod 740 /home/ftp-docs/*
my users cant open their folders in ftp-docs directory,only if they connect from internet browser ftp://10.0.0.3
But with Ipswitch they cant connect ot the server.
If i chmod 755 they connect server but they have shows whole directory root and can download etc etc.

My chroot list is ok. there are only users names.
I want for my users to connect only their directories...

What can i do to establish this.

read the note in your posted code. It looks like you are setting up a block users list instead of a allow list.

<your posted code>
# You may specify an explicit list of local users to chroot() to their home
# directory. If chroot_local_user is YES, then this list becomes a list of
# users to NOT chroot().
</your posted code>
