VSFTPD unable to upload/download as anonymos


why?
mput /home/sc/news.html? y
200 PORT command successful. Consider using PASV.
553 Could not create file.

I have made the directory writeable by ftp user and have enabled anonymous write access. I can create a directory. Thats whats weird if i can create a directory then i have writeable access right?

Am testing this locally on the server. why is it mensioning pasv. I dont have a software firewall. but I do have one on my router.

I logged in using this
ftp 127.0.0.1
