vsftpd problems
 

can't connect vsftpd doesnt want to stay up, i have tried in standalone mode also.

one last thing
 

running Fedora Core 3...have had the same issues with CentOS 4.0 FC4, but NOT FC2 and this is pretty much the same config file.

And what do your logs tell you? Logs are always the key to finding out what is going on.. well, most of the time they give you a clue on why something is failing.. it's the whole purpose of having logs..

not a single mention of vsftpd

vsftpd dead but subsys locked means that vsftpd was started, but now isn't running anymore, and it wasn't stopped by the init script.

Try to restart the service again,It should start OK. If not, try removing the file /var/lock/subsys/vsftpd and try the restart again.

what error you are getting in /var/log/messages that time.

Looking at your config I noticed an entry that should be commented out

enable for standalone mode

Also you can try and start the vsftpd daemon by just running it on the command line.
This will dump any errors to STDOUT.
