VSFTPD connecting from public ip

Hi! I installed VSFTPD, i was able to run it on private ip. but when I tried to log in using my internet ip (public), it asked a password, it only says on status "227 Entering Passive Mode (210,4,41,251,142,138)." just saw "receiving file names" then nothing happens. I tried to disable my firewall but it does the same thing.

Help Please.

Check parameters of the vsftpd.conf file in /etc.
