Question vsftpd & SSH

I recently turned SSH on so that I can remotely access the server via ssh for a secure shell. I turned my vsftpd on and it will not let me connect even though it says it is running fine.

[root@localhost ~]# ftp localhost
ftp: connect: Connection refused
ftp> quit

This what it's telling me. Is their something I'm missing?

someone please help, oh and I have recently installed apache as well. Before all this it was working fine.
