vsftpd 1.1.2 on redhat 7.1 -- 530 incorrect login issue

HI,
I'm running vsftp 1.1.2 on redhat 7.1 through xinetd. I can login anonymously no problem. when I try to login as a normal user I get a 530- incorrect Login error. I know the password is correct but I keep getting the Incorrect login message no matter what user/password I login with. I have scoured the web for the answer to no avail. Can anyone help me out?

FYI- I have "one_process_model=YES" commented out in my vsftpd.config as my kernal does not seem support this

There's a list of users that aren't allowed to login, I forgot the name.....I think it's like users.ftpd in /etc

it wont even allow new users that i create to login. There is no problem with the shell path for the users either. The shell path for my users is present in the /etc/shells. Wierd thing is in my /var/log/messages there is a refernce to the shell service being shutdown and removed for xinted. I cannot find the shell service file for xinted or the shell service file in /usr/sbin so I am stumped.

I am probably stating the obvious, but do you have 'local_enable=YES' in your 'vsftpd.conf'?

yeah local_enable=YES. and hosts.allow has the line:
vsftpd:all
