vsftpb users

Hi, I'm just now getting into looking at setting up an FTP server on my redhat 9.0 box, and am using vsftpb. (I am open to suggestions for other programs if anyone has a better ftp server). anyways, what i want to accomplish is to setup users allowd to access the ftp site and nothing else in the machine. Also i'd like to specify the directories allowd to be shared out on the ftp site. Ive looked though the configuration files, but havent seen exactly what im looking for. The user exlusion list in the vsftpb config file looks like it still needs a normal user to be setup on the box before it will allow them to access the site...how can i do this without giving shell access to the users? Thanks for any help!
