vsftp- restricting root access

I am running a vsftp server but don't want the root account to be able to log in. Actually, I only need one account, ftp, to be able to log in. Is there any way to tell the server which accounts can have access? I didn't see anything like that in vsftpd.conf

Thanks. -cp
