vsFTP Configuration Off

Hello again, I have been going over my vsFTP setup and I decided I wanted to stop anonymous logins. So in the configuration file I turned that feature to "NO". I wanted to allow local users to log in to the ftp server so I enabled the local user login statement to "YES". The odd thing now is that I am unable to get any user logged in right now, I just recieve the "login failed, incorrrect password". Is there any statement that I should change that I missed? Also I am unable to find the "userlist" file which should exsist so I can set what users I want to login and those I do not want to log in. Thanks again.
