vpopmail problems (permission denied, adduser)

I'm trying to install vpopmail on my server over ssh. I cannot do the following using RedHat 9. I cannot do an adduser useradd or group. It says command not found?

Second problem. I uploaded teh program and now when I do a ./configure to begin the install it says permission denied. I'm did the su after logging in.

My understanding is this is RedHat 9 strait out of the box. Any help? Thanks!
