vpopmail error : Error: User does not exist

I've installed qmail, vpopmail, ... .
Every is right, just i can't set user quota from web interface, the the interface is php and i run shell_exec('/home/.../vsetuserquota USER_EMAIL 10M') , of course when i run the command directly in shell it works !?
let me say something, i check all files permission, nothing change !!!

The file you are trying to execute is not owned by the user running the webserver

shell_exec commands can only execute commands as user+group of the server that requests them.

As i said, i change all the directories and files permission, owner to nobody and +rx for chmod !!!

the problem is i do not get permission error, i get the internal vpopmail error, like user not exist but i know it exists!!!
