downloaded vim-7.0-lang.tar and vim-7.0.tar.bz2

copied them to /usr/bin/vim7
tar xvf vim-7.0-lang.tar
tar xvf vim-7.0.tar.bz2

cd vim70
./cofigure
make
make install

or something similar
