Angry Videos buffer a lot and make Linux Mint 18.1 freeze

Hey guys, hope you all are having a good day.

Recently I've been fighting a very painful problem: videos buffer a lot when streaming (even at 360p), like every 2-3 seconds, and cause the OS to freeze temporarily or become extremely slow.

It definitely isn't a bandwidth or speed issue, as I constantly get download speeds around 20 Mbps. (Even in peak hours, the speeds are in excess of 10 Mbps.) Moreover, the problem persists across all the major video platforms -- YouTube, Vimeo, DailyMotion, etc. -- and across all browsers.

Here are the things I've tried in vain to fix this issue:
  1. Disable hardware acceleration: Made the situation worse.
  2. Block two IP address ranges for YouTube CDNs as mentioned at https://dottech.org/103278/how-to-ma...x-linux-guide/: No change.
  3. Upgrade Mint 18 to Mint 18.1: No change.
  4. Upgrade NVidia graphics drivers to latest version: No change.
  5. Update the kernel: No change.
  6. Reinstall Linux Mint: STILL NO CHANGE!!!

Also, when the OS recovers from the freezing and I try to play a video locally in my VLC Media Player, I get atrocious, broken playback with lots of pixelation.

I'm running out of ideas. Strangely there's no such problem on my Windows 7 OS in my dual-boot configuration. Any sort of help is appreciated. Thanks in advance for your time.

A couple of questions:

How much video and cpu RAM?

Have you tested with another video player, such as DragonPlayer or Xine and, if so, what were the results? Doing so could indicate whether this is solely a VLC problem.

As an aside, a sans serif font that was a bit larger would be easier to read.

Video RAM: 2 GB
CPU RAM: 4 GB

The funny thing is this problem just does not exist in my Windows 7 OS, which I dual boot alongside Linux Mint 18. Definitely something's off about Linux. Is there any way I can report this problem to the Linux team?
