Cinelerra is a good video editor, and it can convert videos to different formats too. For a simpler converter, tovid is good. The preceding link comes from the tovid site, which states: "Fedora Core yum enabled repository: NOTE: As of March 14, 2007 the todiscgui.desktop file (fedora-tovid-todisc.desktop) in the Fedora rpm is broken. Edit and set Terminal=true instead of Terminal=false."
Tovid is for creating an mpg file that can be used to create a playable dvd. It can do this with avi, flv, mov, or wmv files (and maybe ogg-theora, I'm not sure). If, on the other hand, you're looking to create smaller movie formats for the internet (like flv) out of larger files, then cinelerra comes with instructions on how to do this via the command line (I think too it can be done via the gui). For instance, from the instructions:

I've never quite figured out why the hell one is supposed to run the command twice ("pass 2"), though. But, this does work.
