Windows managers don't have libraries, desktop environments do.

I meant that you can install the Gnome libraries regardless of which window manager or desktop environment you are using. So you can use Gnome or KDE applications even if you are using a simple window manager such as Xfce.

Xfce is a desktop environment. Xfwm (a component of Xfce) is a window manager.

There are also DE-independent WMs and you can use Linux with just a WM and no DE.
