user accounts manager doesn't work in X, RH8
 

Please help me with this:

I just received a linuxbox with RH8. I log in as root, startx, and try to add a new user, by clicking on the "Users and Groups" under the system settings.
It does nothing. No window nothing. Than I manually try to run the same
command, redhat-config-users, and gives me the following error message:
