Angry Use webmin config bind problem on RH AS 3.0

I have install webmin-1.130-1.noarch.rpm on my box.
I am trying to config Bind through webmin on my RH AS 3.0
but it always show me the message "The primary configuration file for BIND /var/named/chroot/etc/named.conf does not exist, or is not valid. Create it? "
and it followed 3 options and 1 button

option1 Setup nameserver for internal non-internet use only
option2 Setup as an internet name server, and download root server information
option3 Setup as an internet name server, but use Webmin's older root server information
button is "Create Primary Configuration File and Start Nmaeserver"

I have tried every options but after I click the button I get another error message
" Failed to start BIND: named: already running"

anything clear?

What matter on my box?
have any ideas?

Thanks

Are you able to config and start bind without using webmin?
