USB mass storage Restrictor in linux help needed.

Hi.I need to develop a project that ask "allow" or "denied" if an USB mass storage device is plugged in into the PC.I read other forums related to USB disable in linux but in that method's after changing the Configuration we need to Restart the system.But i dont want to restart.

I want to in which file i need to do the modification and what are the methods available?

using "libusb" can i do this?
