Internet Explorer doesn't run under Linux...it's Windows only.
Also, I've used several different types of USB modems with no problems, using the standard device types (ttyUSB* or ttys*, depending on distro). The PPP dialers have had no problems with any of them, so I'm not sure why you're writing a USB modem device-driver. Good luck, though.
