updating tool
Is there a updating tool for Linux that updates software to newer versions?

That depends on which distro you are running. Like Fedora has it's up2date, gento has it's emerge update world..... Probably your distro has it too, just have to find it.

What about SuSE? It has YOU but it only install bug-fixes.

SuSE has YAST which allows you to set up remote repositories and install from them. Just like Gentoo and Emerge, Debian and apt-get, Mandrake and URPMI, Fedora and apt or YUM and all the rest
