That may have been an empty panel -- I'll have a look at some point in a VM and see whether I can replicate it. Nothong wrong with Linux Lite I'm sure but if you're used to Ubuntu then Xubuntu (Ubuntu with XFCE as default) or Linux Mint Mate (based upon Ubuntu) are probably worth a shot as the change will be less.
I suspect that Ubuntu doesn't run the XFCE configuration wizard on install as that usually does most of the work for you getting started.
