Ubuntu certificate manager / Kmail

I am getting the error: Could not start certificate manager, please check your installation

When I click Start Certificate Manager in Kmail, under the encryption section.

How do I check the installation?

sudo apt-get install kgpg kwallet

Thanks, it found kgpg, but did not find kwallet:

Do have the package "kleopatra" installed?
