Two instances of Firefox?

When I try to open another Firefox browser when one is already open, the second just sits there like it is processing and never opens. This doesn't happen when firefox opens a new window itself, just when I click on the desktop or panel icon to open another instance of firefox. Anyone know what's going on?

Which version of FF is this? They changed the behavior in version 0.9.1, so that might be causing it.

well, it's happening in mozilla 1.7 and I have Firefox .91
