xfstt is the program
find it in google
installation and enabling ttf is easy afterwards

(x)fs-xtt is a font server, it doesn't support actually creating TrueType fonts.

If you want to design your own TT fonts you're probably better off using Windows or MacOS since there are no fullblown alternatives to Fontlab or Fontographer for Linux (yet!).
