apt-get is not able to find the requested packages.

So, first run
Code:
sudo apt-get update
and see if any errors are returned. If so, you current repository is not correct.

I am not an Ubuntu user, so I cannot point you to the correct repository, but Google might help you. "Ubuntu repository <your version name>" (Without quotes)

If apt-get update returns fine, search for the package you try to install.
Code:
apt-cache search -n virtualbox
It should find something which you then can install.

Ubuntu 16.10 is not a long-term release and went end of life in 2017.

You should upgrade to 17.10 or fresh install 16.04 (the latest long-term release).
