If this is not a mobile platform (tablet, laptop, etc.) then I would suggest eliminating Network Manger(NM). While it is invaluable for portable platforms, it has always caused me problems in fixed,network server and workstation implementations. I rip it out and use the standard pre-nm tools like ip (or ifconfig) and the network setup menus in certain toolsets.
As a last resort, you can configure by editing the files networking uses during interface setup and ip/stack configuration directly. (Though I would not advise that last for someone new to linux or linux networking)
I like Gentoo, but do not use it enough to advise more specifically. (I am deep into Debian space at home, and focused on RHEL and CentOS at work.)
