What you need is speech recognition like CMU Sphinx, langauge translators like Google's Langauge Tools, and text-to-speech software like Festival. The problem will be figuring out if it converts the langauge to a different langauge with the correct context. This means you have to learn both langauges or have someone that is trustworthy to help you.
