Totem with libdvdcss still not playing dvds

I have previously had my SUSE 9.0 system playing dvds flawlessly, so I know it can be done... and I know that the dvds I'm testing do work. I tried out mandrake 10, and after a week, came crawling back to SUSE. However, now after a fresh install, I can't seem to figure out how to get dvds to play again. I have installed the latest versions of libxine... I have installed the version 1.2.8 of libdvdcss... and I still get the error

Totem cannot play this type of media (DVD) because you do not have the appropriate plugins to handle it.
Please install the necessary plugins and restart Totem to be able to play this media.
What am I doing wrong???

... and by the way, Mplayer works fine... but doesn't seem to support the DVD menus :-(
