toolbar alpha not being set when fluxbox starts


Somewhere between fluxbox-0.9.13 and 0.9.14 this seems to have happened. I'm using 0.9.15 and for my theme I have the toolbar alpha set to 90. Yet when I start Fluxbox the translucency doesn't show. I can either use the menu to restart Fluxbox or just reload my theme (faster) and then it appears.

I've searched the forums and Google and haven't found a solution yet. If a simple reload of either Fluxbox itself or just the theme can correct it, then my question is: is there a command I can add to the startup to make it reload the theme automatically - to do the same thing as selecting the item from the menu?
