Tool to develop data entry software in linux which has internet support

Sir,

My problem definition lies as below :

I want to create a dataentry software for share marketing which will manage the user portfolio. That is it will give a GUI and will store the data into suitable database. Now my software also demands that it must download the share rates daily from any internet sites or ftp sites on its own at a particular time.Depending on which i have to create various reports...

Query : 1] What GUI tool must i use to develop such a software
2] What must be backend
3] How i can connect to the particular site and download rates daily.

Status :Still a newbie

Plz elaborate in detail how to achieve this!

Thank you,
kunal
