tool for code generation?

Do you know any template language suitable for generation source code? I am looking for something similar to Jakarta Velocity (, but do not want to create a dependency on a java VM. Ideally it should be a C/C++ library that I can link to my code.

I would expect a tool where I create a template for the code to generate, create a file with the data used inside the template and then trigger the generation.
