Angry Time resets after 1 minute

Suse 11.3 virtual server time is running 10 minutes behind. I set time date -s 09:10:00 is correct.
after 1 minute time resets to 09:00:00

Suse host time is correct.
Server host has been restarted.

tried ntp same issue.

What else can I look at?

Where are you synching your time to? The source could be changing. Have you several servers, and are you in synch with them?

Shutting down the server fix the problem.

A restart of the host and the problem still existed.

All servers are synced.
