the opposite: burn win8 usb from linux mint

as you see in the title, I'm facing an issue with making a bootable usb from linux to install a windows 8.1.

I have used the program in linux mint called usb image writer. It says it's successful and after restarting nothing happens. It gives me a black screen and doesn't even proceed to linux mint boot itself.

{{{correction/update: It does proceed to linux mint}}}

I checked the BIOS startup and it's arranged correctly, the USB is before the HDD.

What should I do?

plugin the usb you wrote to and open your file manager and navigate to the usb.
Does it show files, or a file? (name.iso?)

files

folders: boot, efi, sources, support, then files like autorun.inf bootmgr bootmgr.efi setup.exe

update: It does proceed to linux mint.

I'm using WinUSB now it seems to work. I read that one can't burn bootable windows USB on linux with the regular usb image writer.
