right click on it and go to properties and make it executable

or

open a terminal and type
chmod +x /name/of/file.bin

then

su to root
and type ./name-of-file.bin
this will fire up the ut2003 installer/run the bin file

Do you trust this file?
Usually a bin is just executed. After ftp, it's permissions may not be right.
You may need to "chmod 755" the file.
Then just type the file name, and watch it fly!

As bbeers is saying, make sure that you trust the file. Then make it executable with "chmod +x ./whatever.bin", and then execute it with ./whatever.bin
